相手が質問を避けたり、話をそらしたりしているときに、答えをはっきり求める表現です。Pleaseが入っているため文法上は丁寧ですが、言い方や場面によっては強く、詰め寄るように聞こえることがあります。

  answerは通常、前置詞なしでquestionを直接目的語に取る

• ✕ Please answer the question to me.

  通常の会話ではto meを付けずにanswer the questionと言うのが自然

文法的には問題ありませんが、答えを避けている相手に使うと強く聞こえることがあります。柔らかく頼むならCould you answer the question, please?が一般的です。
