  この意味では have + 目的語 + 過去分詞の形を使います。reservation という名詞を使うなら、The HR team has a reservation for this room starting at 1 p.m. のように言います。

  予定の開始時刻を示す場合は from が一般的です。since は、1時に始まった予約が現在も続いているという経過を強調する場合に使えます。
