whereasは、もともと「〜であるところ」を表す where as の語句が一つになり、文の中で対比を示す「だが一方」の意味に発展した

but と whereas はどちらも対比を表すため、通常は重ねて使いません。
× Tokyo is crowded, in contrast the countryside is quiet.
○ Tokyo is crowded. In contrast, the countryside is quiet.
この場合の in contrast は文全体を受ける副詞句なので、独立した文の文頭などで使うと自然です。
