全権代表
「全権代表」の英語
「全権代表」は英語で plenipotentiary と言います。外交上の正式な肩書として「全権公使」を指す場合は minister plenipotentiary と言います。現代では歴史的・法的な文脈で使われることが多い表現です。
「全権代表」の英語の使い分け
交渉や条約締結などの全権を委任された代表者を指す硬い表現で、外交以外の公式な文脈でも使えます。

語源
minister plenipotentiaryは、minister（公使）と、ラテン語plenus（満ちた）＋potentia（権力）に由来するplenipotentiary（全権を持つ者）が組み合わさって「全権を与えられた公使」を表す言葉になった。

× He was a full-power representative.
○ He was a plenipotentiary.
直訳的な表現ではなく、全権を委任された代表者を表す正式な語を使います。
× 全権代表をいつも ambassador と訳す。
○ 外交上の全権公使なら minister plenipotentiary とします。
ambassador と minister plenipotentiary は外交上の別の肩書で、歴史的には minister plenipotentiary は ambassador より下位の外交官を指しました。
