guaranteeを動詞として使う場合、doは付けません。名詞として使うなら、We provide a guarantee for product quality. のように言います。
× This policy guarantees to customer safety.
○ This policy guarantees customers' safety.
guaranteeの後ろに対象を置く場合、通常toは使いません。customer safetyよりcustomers' safetyのほうが自然です。
