「形式的に」の英語
「形式的に」は英語で mechanically と言います。考えずに習慣や指示どおり行う、感情のこもらない行為に使います。「正式に」なら formally、「儀礼的に」なら ceremonially が一般的です。

習慣や指示に従い、考えず機械的に行う場合に使います。
気持ちを込めず、義務的にさっと行う場合に使います。
公式に、または改まった形式で行う場合に使います。

○ I did it mechanically without thinking.
形式を表す「正式な」という語は、考えずに行うという意味にはなりません。
× She mechanically apologized with deep regret.
○ She perfunctorily apologized without showing genuine regret.
mechanically は考えずに行う意味で、気持ちのこもらない謝罪には別の語が自然です。
