停滞状態
「停滞状態」の英語
「停滞状態」は英語で stagnation と言います。計画や交渉などが進展せず、同じ状態を繰り返している場合は holding pattern も使います。単に動きが止まっている場合は at a standstill が一般的です。

計画や作業が完全に止まり、まったく進まない状態に使います。
