review の対象を示す場合は about より of が自然です。また、正式な検討を行う場合は conduct a review がよく使われます。

○ We conducted an ex-ante evaluation before starting the project.
evaluation を行うという意味では、do より conduct や perform のほうが自然で正式な表現です。
