「運行不能」の英語
「運行不能」は英語で out of service と言います。交通機関が運休・停止して利用できない状態を表す、一般的な表現です。故障などで運行できないことを直接述べる場合は unable to operate、点検報告などの正式な文書では unserviceable も使えます。
