「交付者」の英語

「交付者」は英語で grantor と言います。助成金や奨学金の交付者を指す場合は、grant-making organization や funding organization という表現もよく使われます。

grantor
権利や資金などを与える個人・組織を指す語で、助成金の交付者にも使えます。
The grantor requires a final report from each recipient.
交付者は各受給者に最終報告書を求めています。

助成金を交付する組織を明確に示す、自然で実用的な表現です。

granter
何かを与える人や組織を指しますが、grantor より使用頻度が低く、やや硬い表現です。
The granter may change the agreement under certain conditions.
交付者は一定の条件の下で契約を変更することがあります。

研究や事業に資金を提供する組織を指す、ビジネス文書で使いやすい表現です。
The funding organization reviewed our budget before approval.
資金提供団体は承認前に私たちの予算を確認しました。

奨学金や助成金などを与える個人や組織を指す付与者

granterは、動詞grant（与える）に行為者を表す接尾辞 -er が付いて形成された語で、与える主体を指す。

The grantor gave our school a small grant.

交付者は私たちの学校に少額の助成金を与えました。

giver でも意味は推測できますが、奨学金の正式な交付者を表す表現としては不自然です。

この文脈では granter は助成金を与える側であり、受け取る側ではありません。
