look down on は人や集団を軽蔑する意味になりやすいためです。

○ I looked down at the street from the tower.
「通りを見下ろす」という意味では、対象の前に at を置いて look down at とするのが一般的です。look down the street だと、通りに沿って見るという意味になります。
