「兄弟の夫」のように、兄弟との関係を示す場合は所有を表すアポストロフィー付きの brother’s を使います。
× My brother-in-law is my brother’s husband.
○ My brother-in-law could be my brother’s husband, but it can also refer to other male relatives by marriage.
